San Diego County MSCP on the Guejito

The Draft San Diego Multiple Species Conservation Plan (MSCP) for north county indicates proposed conservation areas that make up the County preserve area. In North County these areas are designated as PAMA or Pre-Approved Mitigation Areas. The entire Guejito property is assigned to the conservation category. Building in these environmentally sensitive areas is not prohibited but must conform to a higher standard of set aside or preserved area before development can occur. The required preserve area is expressed as a ratio of developed area to preserve area with a higher ratio of preservation required within the PAMA in order to discourage development. MSCP documents and the County Biological Mitigation ordinance give more detail on this issue and can be viewed in the San diego Open Spaces Library. As you can see the Guejito is almost entirely within the Draft North County MSCP.

Although the San Dieguito River Park "focus Planning Area" does not have the force of ordinance and is only a planning tool for the River park it is included on this map for purposes of information and because of the resistance the owners had to being a part of that planning area.
